No one city, city-region, or urban area in Canada is governed in exactly the same way. And yet the relationship between municipalities and other levels of government is presumed to be straightforward: that cities are mere “creatures” of the provinces. In reality, the role of cities in the Canadian federation is, and always has been, in constant evolution.
