Brock University is committed to the free and open exchange of ideas, civil debate, and diverse points of view on its campus.
Peaceful protest by Brock community members, subject to limits proscribed by law and where it does not impede University operations, is a form of free expression that is allowed on Brock’s campus.
Limits to freedom of expression
Protests and demonstrations at Brock are subject to reasonable limits outlined in a range of University policies (including the Student Code of Conduct, Freedom of Expression Policy, Temporary Use of Space Policy, and the Respectful Work and Learning Environment Policy as well as in legislation. Examples of conduct that would not be permitted include (but are not limited to):
- Unlawful speech (i.e., hate speech, threats, harassment, defamation, discrimination, etc.)
- Unlawful actions/threats
- Actions that interfere with the rights and privileges of others
- Unauthorized use of facilities/space and accessing/remaining on University premises without proper authority
- Damage to property
- Blocking access to roads or buildings
- Acts that unreasonably interfere with the proper operations of the University
In order to ensure the safety of the Brock community and to support Brock community members engaging in peaceful expression, protest organizers are expected to contact Campus Safety Services in advance to review plans and discuss any necessary safety measures or operational requirements or limitations.
As set out in the Temporary Use of Space Policy, any use of University space must abide by principles which reflect the University’s purpose, mission, and values, including a commitment to freedom of expression, as well as commitments to mutual respect and civility.
Violations
Engaging in activities prohibited by University policy or legislation may result in a range of consequences, as outlined in relevant University policies and legislation, including suspension, trespass from property, and expulsion. Campus Safety Services is responsible for managing protests to ensure that they are peaceful and do not contravene the above limitations.
