{"id":91028,"date":"2024-02-21T15:27:43","date_gmt":"2024-02-21T20:27:43","guid":{"rendered":"https:\/\/brocku.ca\/brock-news\/?p=91028"},"modified":"2024-09-01T09:54:24","modified_gmt":"2024-09-01T13:54:24","slug":"opinion-nicole-goodman-discusses-canadians-ability-to-impact-online-voting-standards","status":"publish","type":"post","link":"https:\/\/brocku.ca\/brock-news\/2024\/02\/opinion-nicole-goodman-discusses-canadians-ability-to-impact-online-voting-standards\/","title":{"rendered":"OPINION: Nicole Goodman discusses Canadians\u2019 ability to impact online voting standards"},"content":{"rendered":"<p>Brock University Associate Professor of Political Science Nicole Goodman wrote a piece recently published in the <a href=\"https:\/\/ottawacitizen.com\/opinion\/goodman-you-can-influence-how-canada-develops-online-voting-standards\" target=\"_blank\" rel=\"noopener\">Ottawa Citizen<\/a> about how Canadians can shape the path forward on online voting.<\/p>\n<p>She writes:<\/p>\n<p><em>&#8220;If you live in Ontario, you\u2019ve likely had a chance to vote online. In the 2022 municipal elections, a majority of municipalities in the province \u2014 222 \u2014\u00a0 offered online ballots in local elections.<\/em><\/p>\n<p><em>Ottawa and Toronto haven\u2019t offered this option yet. Still, between use in Ontario and Nova Scotia, Canada is one of the biggest deployers of online voting worldwide. But we\u2019ve fallen behind in regulating its deployment \u2014 until now.<\/em><\/p>\n<p><em>In an age when elections are becoming increasingly digitized, the implementation of standards to guide election-technology deployment is crucial to both mitigate technical incidents and the accusations of them \u2014 a phenomenon we\u2019ve seen in the United States with false claims about voting tabulators. While standards cannot prevent allegations or incidents, they can act as an important safeguard.<\/em><\/p>\n<p><em>Other countries with less or no use of online voting have regulations, standards or guidelines in place for deploying this technology. In Canada, things have started to shift with Elections Northwest Territories recently developing regulations for online voting systems in its territorial elections. Likewise, after more than two decades of use at the local level, a group of scholars, private companies, municipal administrators, electoral management body (EMB) representatives and other experts have been working with the\u00a0Digital Governance Standards Institute\u00a0(DGSI) to develop standards for online voting in municipal elections.<\/em><\/p>\n<p><em>The standard \u2014 whose vision is to both improve the deployment of online elections locally and to provide a baseline upon which Canada\u2019s provincial, territorial and national election management bodies can develop online voting standards for future higher-level elections \u2014 is currently open for public comment until Feb. 28.
