{"id":84771,"date":"2023-04-10T16:30:05","date_gmt":"2023-04-10T20:30:05","guid":{"rendered":"https:\/\/brocku.ca\/brock-news\/?p=84771"},"modified":"2023-04-10T16:30:05","modified_gmt":"2023-04-10T20:30:05","slug":"brock-community-partnership-produces-effective-climate-change-plans","status":"publish","type":"post","link":"https:\/\/brocku.ca\/brock-news\/2023\/04\/brock-community-partnership-produces-effective-climate-change-plans\/","title":{"rendered":"Brock-community partnership produces effective climate change plans"},"content":{"rendered":"<p>How to cope with steaming hot summers, wild storms and other climate challenges was a huge question on the minds of Jessica Blythe, her Brock University research team and Niagara officials back in 2019.<\/p>\n<p>At that time, they launched their <a href=\"https:\/\/brocku.ca\/esrc\/niagara-adapts\/#2019\" target=\"_blank\" rel=\"noopener noreferrer\">Niagara Adapts<\/a> partnership to collaborate with seven municipalities \u2014 Grimsby, Lincoln, Niagara Falls, Niagara-on-the-Lake, Pelham, St. Catharines and Welland \u2014 on the development of plans to respond to climate change impacts and build climate resilience in their communities.<\/p>\n<p>Their efforts have since gone on to garner attention and were recently recognized as part of a University of Ottawa research paper.<\/p>\n<p>The paper, \u201c<a href=\"https:\/\/link.springer.com\/article\/10.1007\/s10113-023-02036-z\" target=\"_blank\" rel=\"noopener noreferrer\">Evaluating the comprehensiveness of municipal climate change adaptation plans in Ontario, Canada<\/a>,\u201d ranked the climate adaptation plans created by the province\u2019s most populous municipalities.<\/p>\n<p>St. Catharines came in third place of the 15 plans evaluated.<\/p>\n<p>\u201cI\u2019m thrilled about it,\u201d says Blythe, Associate Professor in Brock\u2019s Environmental Sustainability Research Centre (ESRC) whose research team includes ESRC Director Ryan Plummer and ESRC Administrator Amanda Smits. \u201cThe paper provides evidence that our university-community partnership contributed to an excellent adaptation plan.\u201d<\/p>\n<p>A municipal climate change adaptation plan sets out actions that respond to challenges brought on by climate change, such as flooding, drought, windstorms, unseasonably high and low temperatures, and steep temperature fluctuations.<\/p>\n<p>Part of the plan involves co-ordinating programs, services and other measures spread out across areas such as energy, transportation, emergency preparedness, land use and economic development.<\/p>\n<p>\u201cClimate change adaptation planning enables communities to understand their vulnerabilities and manage the impacts, risks and opportunities posed by a changing climate,\u201d says Blythe.<\/p>\n<p>The St. Catharines climate adaptation plan \u2013 \u201c<a href=\"https:\/\/www.stcatharines.ca\/en\/council-and-administration\/resources\/Climate-Adaption-Plan.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Preparing for a Changing Future<\/a>\u201d \u2013 describes the steps needed to achieve six goals:<\/p>\n<ul>\n<li>Prepare for hotter summers<\/li>\n<li>Prepare for, and respond to, extreme weather events<\/li>\n<li>Develop a flood prevention strategy<\/li>\n<li>Improve stormwater management including the use of green infrastructure<\/li>\n<li>Prepare for high Lake Ontario water levels<\/li>\n<li>Rethink how the city addresses climate change<\/li>\n<\/ul>\n<p>\u201cIt\u2019s about getting everyone thinking about the future, both near and long term, of how this plan, program, procedure or others might be affected by a changing climate,\u201d says Olivia Groff, Climate Change Adaptation Co-ordinator for the City of St. Catharines and author of the St. Catharines plan.<\/p>\n<p>\u201cFor example, the City has begun incorporating climate change considerations into our asset management planning, which has allowed staff to evaluate the short- and long-term risks posed by climate change on specific infrastructure assets,\u201d says Groff.<\/p>\n<p>To inform their climate adaptation plans, Groff and other officials relied on research Blythe and her team conducted on a variety of topics.<\/p>\n<p>For instance, the team held a series of community consultations to ask residents about their experiences with extreme heat, cold, weather and flooding. Residents were also asked to share their beliefs about, and responses to, climate change.<\/p>\n<p>Data gathered from these consultations was compiled into a <a href=\"https:\/\/brocku.ca\/esrc\/wp-content\/uploads\/sites\/75\/Niagara-Adapts-Combined-Regional-Climate-Vulnerability-Fact-Sheet-2020.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Climate Vulnerability Fact Sheet<\/a> for St. Catharines.<\/p>\n<p>Researchers and officials held workshops in <a href=\"https:\/\/brocku.ca\/esrc\/wp-content\/uploads\/sites\/75\/Niagara-Adapts-Year-in-Review-2019.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">2019<\/a> and <a href=\"https:\/\/brocku.ca\/esrc\/wp-content\/uploads\/sites\/75\/Niagara-Adapts-Year-in-Review-2020.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">2020<\/a> to discuss concepts of climate change impacts, vulnerability, risk assessment, best practices and program evaluation, among other topics.<\/p>\n<p>\u201cThe partnership allowed the City to be informed of best practices through research, guide and connect us with our communities vulnerabilities and help produce the end results of our successful Climate Adaptation Plan,\u201d says Groff, adding that the vulnerability survey gave \u201cinvaluable insight\u201d into how climate change directly impacts the community.<\/p>\n<p>The team also hosted several events for communities to learn about climate change.<\/p>\n<p>\u201cWithin ESRC, we aim to conduct solution-oriented and transdisciplinary research, meaning that we don&#8217;t just work with academics, but engage with partners outside of the University,\u201d says Blythe.<\/p>\n<p>\u201cCommunity-based partnerships are relevant for Brock University because of our commitment to be grounded here in Niagara and to advance research that is not only cutting edge from an academic point of view, but also provides benefits to the community,\u201d she says.<\/p>\n<p><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/yK49qfVOoDw\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n","protected":false},"excerpt":{"rendered":"<p>How to cope with steaming hot summers, wild storms and other climate challenges was a huge question on the minds of Jessica Blythe, her Brock University research team and Niagara officials back in 2019.<\/p>\n","protected":false},"author":20,"featured_media":84776,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":[],"categories":[9794,7,3319,1,5,38],"tags":[8414,397,12577,794,12578,703,296,7313,7417,10052,8019,12576,3325,5119,44],"_links":{"self":[{"href":"https:\/\/brocku.ca\/brock-news\/wp-json\/wp\/v2\/posts\/84771"}],"collection":[{"href":"https:\/\/brocku.ca\/brock-news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/brocku.ca\/brock-news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/brocku.ca\/brock-news\/wp-json\/wp\/v2\/users\/20"}],"replies":[{"embeddable":true,"href":"https:\/\/brocku.ca\/brock-news\/wp-json\/wp\/v2\/comments?post=84771"}],"version-history":[{"count":6,"href":"https:\/\/brocku.ca\/brock-news\/wp-json\/wp\/v2\/posts\/84771\/revisions"}],"predecessor-version":[{"id":84787,"href":"https:\/\/brocku.ca\/brock-news\/wp-json\/wp\/v2\/posts\/84771\/revisions\/84787"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/brocku.ca\/brock-news\/wp-json\/wp\/v2\/media\/84776"}],"wp:attachment":[{"href":"https:\/\/brocku.ca\/brock-news\/wp-json\/wp\/v2\/media?parent=84771"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/brocku.ca\/brock-news\/wp-json\/wp\/v2\/categories?post=84771"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/brocku.ca\/brock-news\/wp-json\/wp\/v2\/tags?post=84771"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
