The plan came two years after the National Inquiry into Missing and Murdered Indigenous Women and Girls (MMIWG) released its final report,\u00a0Reclaiming Power and Place.<\/em><\/p>\n<p><em>The plan\u2019s release was somewhat rocky, coming days after the Native Women\u2019s Association of Canada\u00a0called the process of developing the plan\u00a0\u201ctoxic and dysfunctional.\u201d Concerns were also consistently raised about how slow the process was.<\/em><\/p>\n<p><em>Even though\u00a0the MMIWG final report\u2019s first Call for Justice\u00a0was that the government must develop an action plan within one year, the federal government didn\u2019t do it. In that time it only\u00a0put together a core working group. And while the\u00a02021 National Action Plan\u00a0outlined steps, it was only accompanied\u00a0by the federal pathway\u00a0\u2014 an aspirational document that doesn\u2019t include more concrete funding &#8211; and implementation plans are seemingly still underway.\u00a0<\/em><\/p>\n<p><em>Instead of this problem being an unlucky one-off, the development of the\u00a02021 National Action Plan\u00a0points to a long-term trend in policy and engagement with Indigenous people. Namely that governments slow down implementing even the most basic or straightforward policy.
