{"id":65094,"date":"2020-04-03T12:28:50","date_gmt":"2020-04-03T16:28:50","guid":{"rendered":"https:\/\/brocku.ca\/brock-news\/?p=65094"},"modified":"2020-04-03T12:28:50","modified_gmt":"2020-04-03T16:28:50","slug":"mps-should-consider-online-voting-during-covid-19-pandemic-says-brock-researcher","status":"publish","type":"post","link":"https:\/\/brocku.ca\/brock-news\/2020\/04\/mps-should-consider-online-voting-during-covid-19-pandemic-says-brock-researcher\/","title":{"rendered":"MPs should consider online voting during COVID-19 pandemic, says Brock researcher"},"content":{"rendered":"<p>Online voting is entirely possible in parliamentary settings, according to Brock University Assistant Professor of Political Science Nicole Goodman.<\/p>\n<p>Goodman and her research partner, Aleksander Essex, Associate Professor of Software Engineering at Western University, recently wrote in <a href=\"https:\/\/policyoptions.irpp.org\/magazines\/march-2020\/online-voting-entirely-possible-for-mps-during-times-of-crisis\/\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Policy Options<\/em><\/a> that \u201ceven institutions steeped in tradition must\u00a0consider\u00a0technology\u201d and asserted that \u201ca secure, remote voting solution for online voting is viable.\u201d<\/p>\n<p>On April 1, <em>The Hill Times<\/em> reported that while some members of parliament (MPs) believe that the country is lagging in this area and due for reform, as evidenced by the difficulties created by the current COVID-19 crisis, other MPs are reluctant to entertain the possibility of changing procedures and would not consider debating the topic unless the suspension of parliament is required to last into the fall.<\/p>\n<p>Goodman and Essex contend that while the European Union\u2019s recent decision to move to email voting is not without its problems, a more thoughtful and permanent solution is available to members of Canadian parliament for three reasons:<\/p>\n<ul>\n<li>Parliamentary votes are part of the public record, and therefore easily verified.<\/li>\n<li>The cybersecurity infrastructure needed to protect electronic information is readily available.<\/li>\n<li>With specific training, MPs can ensure that their own votes are correctly recorded.<\/li>\n<\/ul>\n<p>\u201cThe COVID-19 pandemic has placed limits on legislative democracy to ensure the safety of MPs, but technology can provide a solution that will allow MPs to continue to vote on bills and also promote enhanced representation of members in votes,\u201d says Goodman.<\/p>\n<p>While online voting doesn\u2019t need to happen all the time, and it doesn\u2019t replace parliamentary debate, she says \u201cit is a solution to the current situation wherein MPs can continue to social distance at their homes while passing necessary emergency measures.\u201d<\/p>\n<p>Findings from Goodman\u2019s research have been presented in testimony to the Standing Committee on the Legislative Assembly (Ontario) and the Special Committee on Electoral Reform.
