{"id":52549,"date":"2018-08-02T10:58:07","date_gmt":"2018-08-02T14:58:07","guid":{"rendered":"https:\/\/brocku.ca\/brock-news\/?p=52549"},"modified":"2019-01-25T14:09:59","modified_gmt":"2019-01-25T19:09:59","slug":"admin-team-co-ordinating-brocks-response-to-national-research-data-management-policy","status":"publish","type":"post","link":"https:\/\/brocku.ca\/brock-news\/2018\/08\/admin-team-co-ordinating-brocks-response-to-national-research-data-management-policy\/","title":{"rendered":"Admin team co-ordinating Brock\u2019s response to national research data management policy"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">It\u2019s a crucial part of the research process that\u2019s often overlooked.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Much energy is focused on gathering and analyzing data. Research data can include things like interview transcripts, measurements from laboratory instruments, answers to questionnaires, protein sequences and many other types of information as varied as the researchers themselves.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The data and their interpretations are the stuff of discoveries and breakthroughs, leading to new or deeper insights that shape the world around us.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But storing and securing this goldmine of information has often not been well thought out, leading to data getting lost in the system, being unavailable to the wider research community or even violating basic principles such as research participant confidentiality.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To that end, the Canadian government has created a<\/span><a href=\"http:\/\/www.science.gc.ca\/eic\/site\/063.nsf\/eng\/h_97610.html\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">Draft Research Data Management Policy<\/span><\/a><span style=\"font-weight: 400;\">. Brock University, like many other research institutions that rely upon federal government research funding, is preparing a response to this draft policy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThis consultation is an opportunity for Brock as an institution and for the federal government to prepare for this future: What resources are in place? What resources are needed? How will these proposed requirements ensure greater return on research investments?\u201d says Interim Associate Vice-President Research Michelle McGinn. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">McGinn and officials from the Office of Research Services, the Research Ethics Office, the Library, and Information Technology Services have formed a group to<\/span><a href=\"https:\/\/brock.ca1.qualtrics.com\/jfe\/form\/SV_bwiupRG2t7lsxi5\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">gather feedback<\/span><\/a><span style=\"font-weight: 400;\"> from the Brock research community<\/span> <span style=\"font-weight: 400;\">and co-ordinate Brock\u2019s response.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The exercise is not just academic.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe draft policy indicates that researchers may be required to include a data management plan in their applications for federal government grants or as a condition for release of those funds,\u201d says McGinn.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">She says once researchers publish their work, they\u2019ll be required to deposit the associated research data in a recognized digital repository.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The<\/span><a href=\"http:\/\/www.science.gc.ca\/eic\/site\/063.nsf\/eng\/h_97610.html\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">draft<\/span><\/a><span style=\"font-weight: 400;\"> outlines key elements of a management plan, including:<\/span><\/p>\n<ul>\n<li><span style=\"font-weight: 400;\">how data will be collected, documented, formatted, protected and preserved<\/span><\/li>\n<li><span style=\"font-weight: 400;\">how existing datasets will be used and what new data will be created over the course of the research project<\/span><\/li>\n<li><span style=\"font-weight: 400;\">whether and how data will be shared<\/span><\/li>\n<li><span style=\"font-weight: 400;\">where data will be deposited<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">It also identifies those responsible for particular aspects of the plan, and spells out ethical, legal and commercial constraints data are subject to.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">McGinn describes how issues of data collection and storage play out in her collaboration on a research project funded by the Social Sciences and Humanities Research Council of Canada.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cOur project is predominantly interview based,\u201d she says. Those interviews need to be shared with researchers from four Canadian universities and two international institutions.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cDo we buy recorders that have a special proprietary format?\u201d McGinn says. \u201cOr do we have something that records in a broadly available format such as mp4 or wma so that anyone on the team can listen to them?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWhere do we store those files so they\u2019re secure and not available to just anyone?\u201d she says adding that, at the moment, the team is using Microsoft Office 365\u2019s One Drive, but not all the project\u2019s researchers have institutional access to that system.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Once a research project has finished, the question becomes, where should these data be stored long term and who should be allowed to access this information?<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Metadata Librarian John Dingle, who focuses on<\/span><a href=\"http:\/\/researchguides.library.brocku.ca\/researchdata\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">research data management<\/span><\/a><span style=\"font-weight: 400;\">, says there are a number of<\/span><a href=\"http:\/\/researchguides.library.brocku.ca\/researchdata\/datahosting\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">data hosting options<\/span><\/a><span style=\"font-weight: 400;\">, including:<\/span><a href=\"https:\/\/dataverse.scholarsportal.info\/dataverse\/brock\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">Brock University Dataverse<\/span><\/a><span style=\"font-weight: 400;\">, housed under the Ontario Council of University<\/span><a href=\"https:\/\/dataverse.scholarsportal.info\/\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">Libraries\u2019 Scholars Portal Dataverse<\/span><\/a><span style=\"font-weight: 400;\">; the nation-wide<\/span><a href=\"https:\/\/portagenetwork.ca\/\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">Portage Network<\/span><\/a><span style=\"font-weight: 400;\"> created by the Canadian Association of Research Libraries; and the fledgling<\/span><a href=\"http:\/\/dr.library.brocku.ca\/handle\/10464\/6178\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">Images and Data<\/span><\/a><span style=\"font-weight: 400;\"> subcommunity within Brock\u2019s<\/span><a href=\"http:\/\/dr.library.brocku.ca\/\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">Digital Repository<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">He notes that many disciplines already have data repositories in certain subject areas, such as genetics, and that the Library can connect researchers to these repositories.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThere\u2019s an increasing recognition that the research data that comes out of a project is as important as other more traditional forms of scholarly output,\u201d says Dingle. \u201cIt\u2019s important for being able to be transparent and reproducible in research but also gives opportunities for reuse and building on other peoples\u2019 work.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Who is allowed to have access to these research data needs to be worked out at the very beginning of the research application process, says Manager of Research Ethics Lori Walker.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">This is mainly because research depends upon<\/span><a href=\"https:\/\/www.canada.ca\/en\/health-canada\/services\/science-research\/science-advice-decision-making\/research-ethics-board\/requirements-informed-consent-documents.html\" target=\"_blank\" rel=\"noopener\"> <span style=\"font-weight: 400;\">informed consent<\/span><\/a><span style=\"font-weight: 400;\"> from any people participating in the research. People would need to agree not only to the project they\u2019re involved in, but also to the use of their information in other research that may have similar purposes or even different purposes.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Walker says in some research situations, people may have shared sensitive information that may put themselves, their families or communities at risk or disadvantage if made public.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">She says she is optimistic that the finalized Research Data Management Policy will strike the right balance due to the \u201cenergetic and positive culture towards this change at Brock.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe end result is going to be an increase in the quality of research and the impact of research data, especially if information can be re-analyzed, and re-used by other researchers.
