{"id":44173,"date":"2017-03-23T16:07:45","date_gmt":"2017-03-23T20:07:45","guid":{"rendered":"https:\/\/brocku.ca\/brock-news\/?p=44173"},"modified":"2017-03-23T16:07:45","modified_gmt":"2017-03-23T20:07:45","slug":"researchers-say-longer-parental-leave-misses-the-mark","status":"publish","type":"post","link":"https:\/\/brocku.ca\/brock-news\/2017\/03\/researchers-say-longer-parental-leave-misses-the-mark\/","title":{"rendered":"Researchers say longer parental leave misses the mark"},"content":{"rendered":"<p class=\"p1\"><b><\/b><span class=\"s1\">The new federal budget could help more families if the parental leave program were expanded to benefit more lower-income households, says a Brock University researcher.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">In the 2017 budget unveiled Wednesday, the government announced that working parents will now have the option of extending their paid parental leave to 18 months, from the present 12 months. But to do so they must live off less money \u2013 33 per cent of their income rather than 55 per cent for a 12-month leave.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Lindsey McKay, an adjunct professor in Brock University\u2019s Department of Sociology, says this is good news for parents with higher incomes, but doesn\u2019t help parents with lower incomes.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">\u201cEven if you qualify, can the family survive on 33 per cent of one income over 18 months?\u201d says McKay, a postdoctoral fellow in Gender, Work and Care. \u201cThis policy change worsens the rich-poor parental leave divide.\u201d<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">McKay recently <a href=\"https:\/\/brocku.ca\/brock-news\/2016\/05\/brock-led-research-finds-disparity-between-canada-quebec-maternity-leave\/\" target=\"_blank\"><span class=\"s2\">led a research study that examined<\/span><\/a> if and how family income impacted access to maternal or parental leave. The work included a comparison of the federal Employment Insurance (EI) and Quebec\u2019s Parental Insurance Plan (QPIP).<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">The research team included Brock Professor Andrea Doucet, the Canada Research Chair in Gender, Work and Care, as well as Sophie Mathieu, lecturer at the Universit\u00e9 de Montr\u00e9al and incoming SSHRC Postdoctoral Fellow in Sociology at Brock.\u00a0<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">They found that, in Quebec, only 11 per cent of mothers were excluded from the QPIP, but in the rest of Canada nearly four in 10 mothers are consistently excluded from EI. The numbers get worse in lower-income families, with 15 per cent excluded from the QPIP and 56 per cent excluded from EI.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Wednesday\u2019s budget news doesn\u2019t address that disparity, McKay says.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">She says the disparity is exacerbated because the federal EI program requires people to have worked 600 hours in the preceding year, in order to qualify for parental leave benefits. In Quebec, the threshold is the equivalent of 186 hours.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">\u201cWe don\u2019t know exactly why so many mothers are excluded,\u201d said McKay, \u201cbut the main difference with Quebec is the eligibility criteria. Quebec\u2019s criteria are dramatically lower.\u201d<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">McKay is also concerned that expanding maternity and parental benefits under EI to allow 18 months off of work could lead to fewer childcare spaces for young babies.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">She says if a significant number of parents elect to take the full 18 months off, there will be less demand for infant childcare spaces dedicated to the 0-18 months age bracket. That would lead to a contraction in the number of infant spaces being offered, making it more difficult for parents who do not qualify for benefits or can\u2019t afford to take that much time off to find a place for their children when they return to work.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">\u201cThe impact of this change on childcare is a significant concern,\u201d McKay says. \u201cIt could exacerbate the childcare crisis.\u201d<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">Instead, the research by McKay, Doucet and Mathieus recommends the federal government move closer to Quebec\u2019s benefit program, which includes 25 per cent more mothers, close to twice as many lower-income mothers, gives fathers their own leave, and covers a minimum of 70 per cent of wages.<\/span><\/p>\n<p class=\"p2\"><span class=\"s1\">\u201cIt\u2019s a much more inclusive program.
