We included this entry as part of W. I. Thomas's biography. Mann's work on the House of Representatives' Interstate and Foreign Commerce Committee, particularly the Pure Food and Drug Act and the White Slavery Act were central to the extension of Federal powers, and to the moral reforms of the early twentieth century.

Cook Co. Rep. convs., 1895, 1902; master in chancery, Superior Ct. of Cook Co., 1892-96; gen atty, South Park Bd., Chicago 1895; mem. 55th to 57th Congresses (1897-1903), 1st Ill.
