City Counsel Justifies His Permitting Peace Council to Meet
CHICAGO, Sept. 21..— The city's legal department, in an opinion made public today, justified Mayor Thompson in permitting the public meeting here recently of the People's Council of America for Democracy and Terms of Peace, after Governor Lowden had forbidden the organization to hold meetings in the State. The opinion was rendered, it stated, at the request of Mayor Thompson.
"It seems clear from the provisions of the Constitution and authorities that you could not lawfully have prevented in advance the holding of the meeting." the opinion says.
"If you, as Mayor, had forbidden in advance the holding of such meeting your action, in our opinion, would have been unjustifiable and in plain violation of your oath of office.
